Elsewhere in Afghanistan, President Hamid Karzai has ordered the release of a woman who was jailed for adultery after being raped - but she now faces having to marry her attacker.
The 35-year-old woman had to be taken to hospital after complaining of a headache and numbness in her lips.
RSPCA spokesman Michael Beatty says people on a boat witnessed and photographed the incident on one of the islands in the Palm Island group.
The images are so graphic and disturbing, police can only look at them for a couple of hours at a time.
Opposition leader Heinz Strache claims to have access to leaked documents about the investigation including a curl of hair and a book about childbirth that were found in the cellar.
One reason for the unusually good condition of the book is that for 50 years it lay unnoticed tucked inside an old movie magazine.
Experts who worked on the release warned that at present the industry was completely unregulated, and urged governments worldwide to introduce new laws governing the export of such technology.
The law also makes it a felony to secretly dispose of a body or conceal a death.
